NYC police make arrest in fatal subway push

NEW YORK (AP) ? A suspect was arrested Wednesday in the death of a man who was pushed onto the tracks and photographed just before a train struck him.

Naeem Davis, 30, was taken into custody for questioning Tuesday after security video showed a man fitting the suspect's description working with street vendors near Rockefeller Center. Police said Davis made statements implicating himself in Ki-Suck Han's death.

Davis was arrested on a second-degree murder charge. He was in custody, and it wasn't immediately clear if he had a lawyer.

Witnesses told investigators they saw a man talking to himself Monday afternoon before he approached the 58-year-old Han of Queens at the Times Square station, got into an altercation with him and pushed him into the train's path.

The New York Post published a photo on its front page Tuesday of Han with his head turned toward the train, his arms reaching up but unable to climb off the tracks in time. It was shot by freelance photographer R. Umar Abbasi, who was waiting to catch a train.

Abbasi told NBC's "Today" show Wednesday that he was trying to alert the motorman to what was going on by flashing his camera.

He said he was shocked that people nearer to the victim didn't try to help in the 22 seconds before the train struck.

"It took me a second to figure out what was happening ... I saw the lights in the distance. My mind was to alert the train," Abbasi said.

"The people who were standing close to him ... they could have moved and grabbed him and pulled him up. No one made an effort," he added.

Trains generally arrive at the stations going 25 mph, but it's not clear how fast the train was going when it struck Han. The waiting area is a narrower than other subway stations, but the platform is still about a dozen feet wide.

In a written account Abbasi gave the Post, he said a crowd took videos and snapped photos on their cellphones after Han was pulled, limp, onto the platform. He said he shoved them back as a doctor and another man tried to resuscitate the victim, but it was no use. The man died in front of Abbasi's eyes.

Mayor Michael Bloomberg said Tuesday that it appeared the suspect in Han's death had "a psychiatric problem."

The mayor said Han, "if I understand it, tried to break up a fight or something and paid for it with his life."

The assailant's image was captured on subway?security cameras.

"We have an individual we're questioning that resembles the individual captured in the video. He was taken into custody by detectives who were canvassing video and found an image that resembled this individual at the vicinity of 50th Street and Seventh Avenue," police spokesman?Paul Browne?said. "He's being questioned now."

Bangor's MacLean, Falmouth's White gain All-America soccer honors

BANGOR, Maine ? Bangor High School had never fielded an All-America girls soccer player until last year.

Now the Rams have two in a row.

Grace MacLean, a senior forward for the reigning Eastern Maine Class A champions, has earned All-America status from the National Soccer Coaches Association of America, learning of that honor during the recent 39th annual Maine Soccer Coaches Association all-star banquet held at the Spectacular Event Center.

MacLean scored 33 goals this fall in leading coach Joe Johnson?s club to its third-consecutive regional title and a berth in the state championship match.

A team captain for Bangor, MacLean previously was named to the All-Kennebec Valley Athletic Conference first team as well as an Eastern Maine Class A all-star and Eastern Maine all-class all-star, all for the second consecutive year.

MacLean joins former teammate Ashley Robinson as All-America girls soccer players from Bangor High School. Robinson received the honor in 2011 when she teamed with MacLean to lead the Rams to its first Class A state championship, and she now plays at the University of Maine.

MacLean was selected to receive this year?s All-America honor from among five players who earned All-New England accolades ? with Maclean receiving All-New England honors for the second straight year.

Joining Maclean in that category this fall were Caitlin Bucksbaum of Falmouth, Amanda Arnold of Thornton Academy in Saco, Maria Philbrick of Scarborough and Kaitlin Saulter of Hermon.

Saulter, a junior forward, had 29 goals and eight assists this fall to lead Hermon to the Eastern Maine Class B championship. She was named the Penobscot Valley Conference player of the year.

Arnold, also a junior forward, set school records with 24 goals and 56 total points in leading Thornton Academy to its first undefeated regular season in school history and first Southwestern Maine Activities Association championship.

Philbrick led Scarborough to its second Class A state title in three years and third straight Western Maine crown. The senior center back was part of a defense that yielded just five goals, and she was named the SMAA?s player of the year.

Bucksbaum was a four-year varsity starter who helped Falmouth win its third consecutive Class B state championship this season. The senior midfielder, the 2011 Maine Gatorade player of the year, had four game-winning goals and five game-winning assists this year.

J.P. White, a senior midfielder from Falmouth, was named the state?s 2012 All-American in boys soccer. White, who plans to continue his soccer career at Hobart College in Geneva, N.Y., next year, helped the Yachtsmen win the Class B state title three of the last four years and totaled 12 goals and 11 assists this fall.

White was one of four All-New England choices on the boys side, along with Connor Reagan of Gorham, Matt Saunders of Lawrence of Fairfield and Jimmy Fitzpatrick of Houlton.

Reagan was a four-year varsity starter who totaled 47 career goals and 29 assists. The senior forward was named the SMAA?s offensive player of the year after leading Gorham to a 12-0-2 record good for the No. 1 seed in the final Western Maine Heal point ratings.

Saunders was named the KVAC Class A player of the year after amassing 19 goals and five assists at Lawrence. A four-time KVAC all-star, Saunders will enter the U. S. Naval Academy next fall and plans to continue his soccer career there.

Fitzpatrick led Houlton to its second straight Class C championship. The Penobscot Valley Conference player of the year totaled 39 goals this fall to finish with more than 80 career goals.

Also selected were state players of the year for each class. Named Maine?s schoolgirl players of the year were MacLean (Class A), Bucksbaum (Class B), Alexis Desjardins of Fort Kent (Class C) and Mackenzie Worcester of Washburn (Class D).

Boys players of the year for Maine were Reagan (Class A), White (Class B), Ian Lee of Madawaska (Class C) and Tristan Richards of Greenville (Class D).

Several coaches also were recognized during the banquet, including Aaron Wilcox of Bangor Christian, the Region I (New England) private school coach of the year for the second straight year.

Wilcox guided the Bangor Christian boys team to its fourth consecutive Class D state championship this fall, as the Patriots finished 18-0 with its last 15 victories by shutout. Bangor Christian has won its last 42 matches under Wilcox.

Others nominated for Region I coaching honors were Mark Diaz of Scarborough (large school boys), Mike Carlos of Houlton (small school boys), Mike Farley of Scarborough (large school girls), Troy Kendrick of Richmond (small school girls) and Todd Dominski of Waynfete of Portland (private school girls).

Bangor?s Johnson was named the Eastern Maine girls soccer coach of the year, with Farley earning that honor for Western Maine. Carlos was named the Eastern Maine boys soccer coach of the year, with Diaz winning the Western Maine award.

Westinghouse teases 110inch 4K LED TV, promises more details at CES

With CES just around the corner, there's plenty of promo mail to dig through each and every day. One of this afternoon's tidbits came from the good folks at Westinghouse, hinting at a hot product that'll be unveiled at the show. The 4K LED TV will ring in at a massive 110 inches -- a significantly larger offering than the bevy of 84-inch sets we caught this past summer at IFA. The manufacturer hesitated to share any further details, but did suggest that there were a few more "surprises" in store, including plenty of connected HDTVs. If you've been pondering a 4K set, but just can't come to grips with a measly 84-inch footprint, it's certainly looking like Westinghouse will have something to catch your eye next year in Vegas.

Kim Soane, Bobbi Brown's 'Left-Hand Woman,' Reveals The 5 Things You Need In Your Makeup Bag

  • On <a href="http://www.huffingtonpost.com/2012/11/29/the-best-way-to-apply-foundation-from-bobbi-brown-marlo-thomas-mondays-with-marlo_n_2213729.html" target="_hplink"><b>finding the perfect foundation</b></a>: "The trick is yellow. We call it skin-tone correct, but you want to make sure that your foundation has a little bit of yellow in it. A lot of women will say 'I have pink undertones' but you may need a little bit of yellow in the foundation to cut out the pink."

  • On how much time we should allow: "<a href="http://videos.huffingtonpost.com/tech/3-minute-makeup-routine-517276748" target="_hplink"><b>it shouldn't take more than five to ten minutes to do your everyday look</b></a>...honestly three to five minutes and it comes down to knowing what your basics and your essentials are."

  • On the <a href="http://videos.huffingtonpost.com/tech/winter-beauty-essentials-517280705" target="_hplink"><b>five essentials every woman should have</b></a>: "You need your <b>moisturizer</b>. You need eye cream...You also need a <b>face cream</b>, something with a sunscreen in it, whether it's your tinted mositurizer, a foundation, <a href="http://www.huffingtonpost.com/2012/11/29/the-best-way-to-apply-spf-marlo-thomas-mondays-with-marlo_n_2214386.html" target="_hplink">something's gotta have an SPF</a>...<b>under-eye concealer</b>, because a lot of times when you're tired or not feeling as fresh, or your makeup doesn't feel right or you're having a bad beauty day, you want to use under-eye concealer (<a href="http://www.bobbibrowncosmetics.com/cms/learn/video/how_to_corrector.tmpl" target="_hplink">Bobbi in fact calls it "The secret to the universe"</a>). [You also need] your blush. <b>Blush</b> is probably Bobbi's second favorite product, and finding that color that when you pinch your cheeks, you get that natural flush or when you've just exercised and you come in from the outdoors, that is the sort of color or warmth you want on your cheek. Finding that color in a blush whether or not it's a cream or a powder, that is absolutley one of your essentials...and for a lot of women it's either <b>mascara</b> and, or eyebrows. So a couple coats of mascara and you really see that difference...those would be absolute minimal essentials" -- you got that? Eye-cream, moisturizer, concealer, a blush (cream or powder), and something for our eyes, either brows or lashes (or both, why not!).

  • On the best way to make your eyes pop: "It's interesting watching Bobbi over the years do so much makeup, a lot of the times when we're doing makeup it's isn't always about eye shadow colors, but the eyeliner. So if you have to pick <a href="http://videos.huffingtonpost.com/tech/how-to-apply-pencil-eyeliner-517205266" target="_hplink"><b>definitely go with eyeliner</b></a> because that gives definition and shape to the eye and the eye shadow is what you see after."

  • On the best eye shadow based on eye color: "[For brown eyes] anything from a soft taupe to a soft grey, depending also on the skin tone. But Bobbi loves brown on brown eyes, or taupe on brown. For instance with green eyes, a lot of women come to the counter saying 'Oh I'm supposed to wear purple shadow' but you have to be careful with that because what do you see first, the purple shadow -- you don't see the green of their eye. So Bobbi loves, on green or hazel eyes, soft taupe, cool grey tones look beautiful -- we have a beautiful color called "Heather" which is a mix between a purple and a grey for green eyes. On blue eyes she loves warm tones and loves blue on blue. So greys, silvers, sparkly, platinum colors. So <a href="http://www.instyle.com/instyle/best-beauty-buys/product/0,,20360907_20356219,00.html" target="_hplink">blue on blue, green on green, brown on brown</a>, then it makes the whole eye pop."

  • On contouring: "Don't do it. <a href="http://www.huffingtonpost.com/2012/04/25/bad-celebrity-makeup-contouring_n_1446271.html" target="_hplink">Walk away from the contouring</a>. Contouring looks awesome in magazines, you can pull it off on runway, but in real life it just looks like muddy makeup on the face. <b>The Bobbi way of contouring is with two products -- one is with your bronzer and the other is with your blush</b>. You apply bronzer where the sun would naturally hit your face. So that's the forehead, nose, chin and through the cheek area. Bobbi's number one tip for applying blush is that you smile and apply it on the height of the cheek. And if you apply blush when you smile, on the apple of your cheek and bring it back towards the top of your ear and down a little, it looks lifted and higher. There are <a href="http://videos.huffingtonpost.com/healthy-living/how-to-contour-your-face-215877390" target="_hplink">subtle natural ways to contour</a> for real women." Noted.

  • On getting rid of <a href="http://www.glamour.com/health-fitness/blogs/vitamin-g/2012/06/beauty-health-face-mapping--wh.html" target="_hplink">dark circles</a>: "<b>For <a href="http://www.huffingtonpost.com/2012/09/05/best-eye-cream-wrinkles-dark-circles-bags_n_1855197.html" target="_hplink">extreme under eye darkness</a> there are correctors and concealers</b>. Correctors are either pink or peach colored and what that does is it neutralizes the under eye. And then add your concealer. There are products made especially for under eye and the reason you want to use products that are only made for under eye is because they are creamier. The under eye skin is so much thinner and shows fine lines faster, so to use a corrector and concealer you don't need to blend the two, but the trick is, you want to make sure your under eye concealer is one shade lighter than your foundations or the rest of your face. That helps to lift and brighten but won't be too obvious or create that raccon look."

  • On taking off your makeup: "<b>Never rub your eye area, just gently press and tap</b>. When you remove your eye makeup, just gently hold and press because the skin is so delicate and shows the wear and tear faster than the rest of our faces."

  • On making your makeup last all day: "<b>Use long wear eye products</b> -- there are products that have that 12 hour claim to them and they work, <a href="http://www1.macys.com/shop/beauty-cosmetics-and-fragrance/bobbi-brown-makeup?id=46221" target="_hplink">Bobbi's works,</a> they hold for 12 hours -- you should never have to re-apply your eyeshadow or your eyeliner or your mascara after you've worked the full day and are going out at night. Carry your powder. You probably are going to have to carry a little blush, every TV shoot we do, every fashion show we do we are touching up blush. And blush is something where after half an hour it fads out. To carry even a cream blush or a pot rouge and some gloss. A little bit of powder, blush, gloss."

  • On finding the right shade of <a href="http://www.refinery29.com/red-lipstick" target="_hplink">red lipstick</a>: "The best thing is to try it on," she said. "You want something that is going to be a contrast to your skin tone. If you find that you have a really warm skin tone and you want your lips to pop, try something cooler. And if you have a cooler skin tone then try something that's warm -- that contrast is what's going to pop. Blue undertone lipsticks, in general, are what make your teeth look whiter, so if you want your bright white smile then choose more of a cooler red, like a blue-red."

  • On making lipstick stick: "<a href="http://videos.huffingtonpost.com/travel/applying-lip-liner-149477322" target="_hplink"><b>Lip pencils are an amazing tool</b></a>. If your <a href="http://www.huffingtonpost.ca/2012/10/29/no-bleeding-lips-review_n_2040583.html" target="_hplink">lipstick doesn't stay on, or you want more definition to your lips</a>, try a pencil that's the color of your lip and then use that almost as your lip base. If you have a harder time, or for the holiday season with a red lip, get a red liner and that helps perfect the shape and helps it stay on. So apply lip liner over the whole lip, lipstick and then finish off with a liner."

Eddie Murphy tops list of overpaid actors

    Chris Pizzello / AP file

    By Peter Gicas, Eonline

Eddie Murphy is No. 1! Unfortunately, not in a good way. Forbes?has just released its list of Hollywood's most overpaid actors, and the star of such films (read: flops) as "Imagine That," "A Thousand Words," "Meet Dave" and "Tower Heist" landed in the top spot.

The magazine based its selections on how much a celeb was paid for his or her recent projects and compared it to what the movies actually made in ticket sales. (Who deserves their paycheck the most? Vote below!)

CBS lands Eddie Murphy's Beverly Hills Cop TV show

So, with Murphy, it was calculated that for every dollar Murphy was paid for his last three films, they only returned an average of $2.30 at the box office.

Coming in second was "One for the Money" star Katherine Heigl. Her recent flicks only generated an average of $3.40 for every dollar she was paid.

Meanwhile, Reese Witherspoon placed third with an average $3.90 return for every dollar she was paid, stemming from such movies as 2010's "How Do You Know" and the recent "This Means War."

    Rounding out the list?

Sandra Bullock, Jack Black, Nicolas Cage, Adam Sandler, Denzel Washington, Ben Stiller and Sarah Jessica Parker.

(AP) ? North Korea is gearing up to fire a long-range rocket this month in a defiant move expected to raise the stakes of a global standoff over its missile and nuclear programs.

The planned launch window ? Dec 10 - 22 ? comes as President Barack Obama prepares for his second term and as South Korea holds presidential elections Dec. 19.

It would be North Korea's second launch attempt under leader Kim Jong Un, who took power following his father Kim Jong Il's death nearly a year ago. Some analysts have expressed skepticism that North Korea has corrected whatever caused the embarrassing misfire of its last rocket eight months ago. That launch earned the country widespread international condemnation.

A spokesman for North Korea's Korean Committee for Space Technology, however, said scientists have "analyzed the mistakes" made in the failed April launch and improved the precision of its Unha rocket and Kwangmyongsong satellite, according to the official Korean Central News Agency.

The statement said the launch was a request of late leader Kim Jong Il. He died on Dec. 17, 2011, and North Koreans are expected to mark that date this year with some fanfare. The space agency said the rocket would be mounted with a polar-orbiting Earth observation satellite, and maintained its right to develop a peaceful space program.

Washington considers North Korea's rocket launches to be veiled covers for tests of technology for long-range missiles designed to strike the United States, and such tests are banned by the United Nations.

"A North Korean 'satellite' launch would be a highly provocative act," State Department spokeswoman Victoria Nuland said in Washington, D.C. "Any North Korean launch using ballistic missile technology is in direct violation of U.N. Security Council resolutions."

In 2009, North Korea conducted rocket and nuclear tests within months of Obama taking office.

North Korea has capable short- and medium-range missiles, but long-range launches in 1998, 2006, 2009 and in April of this year ended in failure. North Korea is not known to have succeeded in mounting an atomic bomb on a missile but is believed to have enough weaponized plutonium for at least half a dozen bombs, according to U.S. experts. In 2010 it revealed a uranium enrichment program that could provide a second source of material for nuclear weapons.

Six-nation negotiations on dismantling North Korea's nuclear program in exchange for aid fell apart in early 2009.

There has been some skepticism about whether North Korea will succeed.

"Preparing for a launch less than a year after a failure calls into question whether the North could have analyzed and fixed whatever went wrong," David Wright, a physicist with the Union of Concerned Scientists, wrote on the organization's website this week.

In Seoul, South Korean officials have accused North Korea of trying to influence its presidential election with what they consider provocations meant to put pressure on voters and on the United States as the North seeks concessions. Conservative Park Geun-hye, the daughter of late President Park Chung-hee, is facing liberal Moon Jae-in in the South Korean presidential vote. Polls show the candidates in a close race.

North Korea is "working hard to influence the upcoming election. They may have a preferred candidate," South Korean President Lee Myung-bak said in an interview with a small group of foreign reporters in the presidential Blue House. "Even if they test fire a missile, it will not have a big impact on the election," Lee said, speaking through an interpreter.

Lee gave the interview Thursday but his office embargoed the publication of his comments until Sunday.

North Korea under its young leader has pledged to bolster its nuclear arsenal unless Washington scraps what the North calls a "hostile" policy. North Korea maintains that it is building bombs to defend itself against what it sees as a U.S. nuclear threat in the region.

This year is the centennial of the birth of national founder Kim Il Sung, the grandfather of Kim Jong Un. According to North Korean propaganda, 2012 is meant to put the North on a path toward a "strong, prosperous and great nation."

"North Korea appears to be under pressure to redeem its April launch failure before the year of the 'strong, prosperous and great nation' ends," said Koh Yu-hwan, a North Korea expert at Dongguk University in Seoul.

He added that a successful rocket launch would raise North Korea's bargaining power with South Korea and the United States "because it means the country is closer to developing missiles capable of carrying nuclear warheads."

Before its last two rocket launches, North Korea notified the International Civil Aviation Organization and the International Maritime Organization about its intentions to launch. IMO spokeswoman Natasha Brown said that as of Friday the organization had not been notified by North Korea.

The North's announcement on Saturday comes two days after South Korea canceled what would have been the launch of its first satellite from its own territory. Scientists in Seoul cited technical difficulties. South Korea's Foreign Ministry said in a statement that the North's planned launch is "a grave provocation and a head-on challenge to the international community."

North Korea's missile and nuclear programs will be a challenge for Obama in his second term and for the incoming South Korean leader. Washington's most recent attempt to negotiate a freeze of the North's nuclear program and a test moratorium in exchange for food aid collapsed with the April launch.

In Japan, Prime Minister Yoshihiko Noda said he would coordinate with the U.S., South Korea, China and Russia in strongly urging the North to refrain from the rocket launch.

Japan's defense minister has also ordered missile units to intercept the North Korean rocket if it or its fragments threaten to hit Japan.

Kyodo News agency said Japan also postponed high-level talks with North Korea scheduled for Wednesday and Thursday.

British Foreign Secretary William Hague condemned North Korea's launch plan, saying a failure by North Korea to cancel the firing will lead to a further response by the international community.

The Korean Peninsula remains in a state of war because the 1950-53 Korean conflict ended in a truce, not a peace treaty. Washington stations nearly 30,000 troops in South Korea as a buttress against any North Korean aggression. Tens of thousands more are in nearby Japan.

Man charged in barista death linked to 7 killings

ANCHORAGE, Alaska (AP) ? A man charged in the death of an Alaska barista was found dead in his jail cell Sunday, and authorities announced hours later that investigators have linked him in recent months to seven other possible slayings in three other states.

Israel Keyes died of an apparent suicide, U.S. Attorney Karen Loeffler said at a hastily assembled news conference that also included the FBI and Anchorage police

Keyes was facing a March trial in Anchorage federal court for the murder of 18-year-old Samantha Koenig, who was abducted from a coffee kiosk in the city last February. He was later arrested in Texas after using the victim's debit card.

Keyes confessed to killing Koenig, as well as killing Bill and Lorraine Currier of Essex, Vt., Anchorage police chief Mark Mew told reporters.

The bodies of the Curriers have never been found. They were last seen leaving their jobs on June 8, 2011. Co-workers reported them missing the next day.

Keyes, 34, also indicated he killed four others in Washington state and one person in New York state, but didn't give the victims' names, authorities said.

The FBI contends Keyes killed Koenig less than a day after she was kidnapped. Her body was recovered April 2 from an ice-covered lake north of Anchorage.

Koenig's disappearance gripped the city for weeks.

A surveillance camera showed an apparently armed man in a hooded sweat shirt leading Koenig away from the coffee stand. Koenig's friends and relatives established a reward fund and plastered the city with fliers with her photo in hopes of finding the young woman alive.

Prosecutors said Keyes stole the debit card from a vehicle she shared that was parked near her home, obtained the personal identification number and scratched the number into the card.

After killing Koenig, Keyes used her phone to send text messages to conceal the abduction, according to prosecutors. He flew to Texas and returned Feb. 17 to Anchorage, where he sent another text message demanding ransom and directing it to the account connected to the stolen debit card, according to prosecutors.

Keyes made withdrawals from automated teller machines in Alaska, Arizona, New Mexico and Texas before his arrest in Texas, according to prosecutors. He was charged with kidnapping resulting in Koenig's death.

Koenig's family said there was no apparent previous connection between the teen and the suspect. Reached by phone Sunday, Koenig's father, James Koenig declined to comment on Keyes' death.

In Vermont, the U.S. Attorney's Office said in a statement Sunday that they have been working with investigators in Alaska since April on the Currier case.

Investigators have determined that the couple's home was entered forcibly, and that there was evidence of a possible struggle.

Their car was stolen and was recovered several days after their disappearance at an apartment complex about three-quarters of a mile away from their home.

Marilyn Chates, Bill Currier's mother, told The Associated Press that police contacted her some time ago to tell her about Keyes' confession and to tell her that they believed the couple's killing was random.

Certificates of presumed death were issued over the summer and a memorial service was held in late summer, she said.

Vermont authorities called Chates Sunday to tell her of Keyes' suicide.

"After some thinking, our family has been saved the long road ahead ? trials, possible plea agreements and possible appeals ? and perhaps this was the best thing that could have happened," she said from her home in Florida Sunday evening.

Keyes was thorough and methodical in disposing victims, authorities said Sunday. Only Koenig's body has been recovered.

He didn't have a clear pattern in victims, who ranged widely in age, authorities said. Money appeared to be just a partial motive.

Authorities say they may never know the full extent of Keyes' crimes because he parsed out only a little information at a time, withholding names and locations of most of his victims.

There may be victims in other states, besides the four states noted by Keyes, FBI Special Agent in Charge Mary Rook said.

Keyes also confessed to bank robberies in New York state and Texas.

Authorities wouldn't say how Koenig killed himself, only that he was alone in his cell. An autopsy will be conducted.

Keyes could have faced the death penalty in the Koenig case.

SEOUL, South Korea (AP) ? North Korea is gearing up to fire a long-range rocket this month in a defiant move expected to raise the stakes of a global standoff over its missile and nuclear programs.

The North's announcement Saturday that it would launch the rocket between Dec. 10 and Dec. 22 came as President Barack Obama prepares for his second term and as South Korea holds a presidential election Dec.

China, the North's main ally and aid provider, also expressed concerns about the launch. Beijing's Foreign Ministry on Sunday acknowledged North Korea's right to the peaceful use of outer space, but said that had to be harmonized with restrictions including those set by the U.N. Security Council.

North Korea said it chose a safe flight path so debris won't endanger neighboring countries. But there are still concerns over falling debris, and Japan's defense minister issued an order to missile units to prepare to intercept the rocket if it or its fragments threaten to hit Japan.

The first stage of the rocket is expected to fall in the Yellow Sea and the second stage in waters east of the Philippines, a South Korean Foreign Ministry official said Sunday. The official said Japanese officials provided the information after intercepting a North Korean-dispatched telex about the launch.

The message said North Korea plans to launch the rocket between 7 a.m. (2200 GMT) and noon (0300 GMT) during its planned launch window, the South Korean official said on condition of anonymity because of department rules.

South Korean officials have accused North Korea of trying to influence the South's presidential election with what they consider provocations meant to put pressure on voters and on the United States as the North seeks concessions.
